Renewal of the long-standing tax failed by 14 votes in a special election last summer when only 360 people turned out to vote.
Proponents of the tax attributed its failure (last summer) to the lack of information provided to the public. They believe voters may have held the belief that it was a new tax rather than the continuation of an existing tax.
