Responding to a “No Public Restrooms” sign on the door at Monticello City Hall, District Judge Ken Harper provided the public with a restroom Sunday afternoon.
Harper said he had the outhouse constructed as a First Amendment protest of an illegal act by the city administration. Public buildings are required by law to have public restrooms.
While the outhouse was being erected on the lawn of City Hall right outside the window of Monticello Mayor Allen Maxwell’s office, a small crowd of curious onlookers gathered, including Dr. Paul Becker.
Harper said he was acting as a private citizen; not in his capacity as a judge. The outhouse was removed by Harper about 30 minutes after it was erected.
