The Arkansas Supreme Court on Thursday blocked Issue 1 from the November 6 General Election ballot, saying election officials should not count any votes for or against the proposal to limit damages awarded in civil lawsuits and give the legislature the power to make court rules.

Issue 1, according to the court, combined two measures and did not meet state Constitutional guidelines.

The proposed tort reform amendment would have limited attorneys fees to slightly more than 33 percent of the net recovery in a lawsuit and cap awards in non-economic damages to $500,000. It would also give the Arkansas Legislature, upon three-fifths vote, the power to make court rules.
