Winchester Mayor Demetrous Trotter was charged this week with two counts of violating the Arkansas Freedom of Information Act.

According to a criminal information filed by 10th Judicial District Prosecutor Thomas Deen, Trotter on August 13 conducted an unauthorized closed meeting of the Winchester City Council, a violation of the open-meetings requirement of the Arkansas Freedom of Information Act

Also, on August 13 and the preceding 90 days, Trotter failed to comply with the public-records requirement of the Freedom of Information Act, repeatedly declining to honor the public records request of Jacqueline Alexander and others for public records of the City of Winchester.

Violation of the public-records and open-meetings law is a Class C misdemeanor, punishable by up to 30 days in jail and a fine of up to $500.
